Forevergreen Road Phase 1 construction expected in 2026
Coralville and North Liberty to split cost for extension project

CORALVILLE — Coralville City Council approved an engineering services agreement that will make way for the first round of work to extend Forevergreen Road east from North Central Junior High.
Shive-Hattery will provide design services for the first phase of a four phase project that will connect Forevergreen Road between First Avenue and 12th Avenue, according to the agreement that Coralville has approved. The agreement is not to exceed $358,000 and construction is expected to begin in spring 2026.
The first phase would work near existing roundabouts near North Central Junior High and at North Liberty Road. In addition to the road extension, the project also includes plans for sidewalks, streetlights and landscaping.
Phase 1 construction is expected to cost $2.5 million that will come from a federal Community Project funding grant that was awarded in 2023.
The future second phase includes the eastern stretch to Naples, while the third phase would go toward Naples from the west. A fourth phase includes a roundabout at Naples Avenue. North Liberty will be the lead agency on the roundabout construction. Those phases are not yet funded.
Coralville and North Liberty have signed a 28E agreement — a contract between governmental entities — that will have the two cities evenly split the cost of all construction and design work for the Forevergreen Road extension project.
The cities are working in partnership to complete the last 1.3 miles of Forevergreen Road, making it a roughly 7.3 mile arterial between Dubuque Street and the Forevergreen Road interchange on Interstate 380.
