The city of North Liberty is looking to move forward from a mistake that missed the deadline to publish notice of a public hearing and ultimately prevented the city from certifying its Fiscal Year 2026 budget and approving next year’s tax levy.

If it can’t correct the mistake, the city would fall $1.3 million short of its planned property tax revenue next year.
Past property tax legislation may lead to future financial pressures, North Liberty City Manager Ryan Heiar says.
Iowa City City Manager Geoff Fruin called this year’s city budget “the most difficult” since he joined the city in 2016. The city is projecting a deficit of $2.8 million in its general fund, which it will cover using general fund reserves.
Under a proposed budget reviewed Monday, the City of Cedar Rapids would raise property taxes 19 cents per $1,000 of taxable valuation, or about $54 per year on a home valued at $200,000.

City clerks are the one job Iowa’s 940 cities are required to have, but more of them are leaving the profession as resources dwindle and they may lack training support. Especially in small cities, city clerks are the heart of local government — managing finances, answering to citizens and giving city councils the documents they need.
