Luanne was born November 7, 1930, in Clinton, Iowa, the daughter of Siegfried (Fred) and Margery (Holm) Peters. She was a graduate of Mt. Carroll High School, Mt. Carroll, Illinois, and completed primary grades in a one room country schoolhouse at Vinegar Hill School near Argo Fay, Illinois. Many fond memories of ringing the school bell and keeping the fire burning in the wood furnace. She grew up on a farm near her school and learned how to work the farm with her father tending to the livestock, milking cows, feeding chickens, gardening, canning, and guiding horses to bail hay.
On August 15, 1948, she was united in marriage to Richard Lee Phillips in Mt. Carroll, Illinois. They began married life in Mt. Carroll, Cedar Rapids, and moved to various places in Missouri, Illinois, the longest residency had been in Cedar Rapids, were they both retired. Luanne was employed in the Cedar Rapids Community School District as an administrative assistant to principles at the elementary, middle school and high school levels.
