Why do sidewalks and trails get priority over rough CR roads?

This letter is the same topic as Richard Sprague’s in The Gazette on Sept. 22. It’s about the roads and the sidewalks.
There is a large section on Edgewood Road between F and O Avenues that is nothing but ruts and rubble. I was pleased in early summer when I saw many construction cones set up on Edgewood Road, My thoughts were that this stretch of road was finally going to be repaired.
I became more and more disappointed each time I drove on this road throughout the summer. The cones still remain, but there is absolutely no repair to the roads. But I do see sidewalks being constructed each day. I am so confused. I do not understand why trails get priority over rough and rumbly roads that are so desperately in need of repair.
