Animal control too critical with pet adoption

I hope none of my tax dollars go to animal control services. This is my experience with them.
It seems like all I hear is to adopt a rescue cat or dog. I adopted a little calico cat. A year and a half later she died from a brain tumor. I then adopted a second cat from them. While I was in the hospital, my daughter had to take her to an animal control place. I had her for almost two years. My neighbor who said she would take her was no longer able. The animal control place told my daughter they wanted the cat back back, but would charge her $50.
When I went to adopt another cat, they refused to let me adopt another cat because the second one was returned. What did they think I should have done, let her out the front door?
