Who should have a say in a new casino in Cedar Rapids?

If a new grocery store wanted to move into Cedar Rapids, would the existing grocery stores have the right to say no because it would take their business? I think not. Isn’t the USA built on competition? I think they broke up Ma Bell becaue it was a monopoly. If this is true, how can a casino say a new casino would take their business away? This does not make sense to me!
