Research on effective practices in education must be done, shared

I am amazed that with all the feedback on the legislative proposal to change the AEAs no one has pointed out none of the changes are directly linked to student learning, the supposed the reason for the changes. Those closest to the student are the most vital to improved student learning. Yet there has been no discussion of ensuring teachers are aware of and using effective research-based strategies. Nor has there been any discussion of ensuring students and staff know of and have access to the newest adaptive technology.
Instead of adding number crunchers to the already existing special education department at the state level, current staff could do research and discrimination of effective teaching practices and adaptive technology. This would at least have a more direct impact on student learning.
