How does revamping AEAs actually help Iowa students?

I hope Gov. Kim Reynolds and our Republican legislators tire soon of swinging a wrecking ball at Iowa's long-esteemed education system. It's difficult to understand how the AEAs "significantly expanding the scope of their services" can be perceived negatively when they are consistently successful in achieving their core mission and are without exception keeping administrative costs below the legal cap of 5%. Good for them for doing more with less.
House Education Committee Chair Skyler Wheeler, R-Hull, and Education Appropriations Subcommittee Chair Carter Nordman, R-Panora, say "special education students deserve the very best," while they cut school and AEA budgets dramatically and funnel public school money to private schools — where those special education students are neither welcome nor admitted.
What's wrong with this picture, Governor?
