Can history recur in new places, with new people?

Does history repeat itself? I have been wondering about this for some time. Ninety years ago or so there was a man that ran around Germany getting crowds of citizens to follow him. When he had them under his wing, he became a dictator.
My question is, to repeat historically does that have to happen in the same location, or can it happen in another place in the world? Like here in the USA. Something to think about.
