State has surplus while state programs run deficits

We have an almost $2 billion state surplus. Our teachers are buying their own supplies while we send money to private schools. We've closed some of our excellent mental health institutions. We don't have enough funds for day care or food stamps, two programs that help our hard working poor. Our governor's goal is to end income tax, no more rich folks paying to support our state. We must wake up to go back to the caring, thoughtful Iowans we used to be.
