Ellis Boulevard extension opens to traffic in northwest Cedar Rapids
Project is expected to spur investment in Time Check neighborhood

CEDAR RAPIDS — A street extension that connects the Time Check neighborhood and Ellis Boulevard to downtown Cedar Rapids — and is expected to spur investment in the neighborhood that was devastated by floods in 2008 — opened to traffic this week.
The new section — an extension of Sixth Street NW to the new E Avenue/Ellis Boulevard NW roundabout — is open, although some work remains, according to a news release issued by the city. Remaining work includes grading, applying pavement markings and installing street signs.
The next phase of the $6.4 million project will take place at the intersection of Fifth Street NW and First Avenue West, starting on the south side of the intersection.
The project received city council approval in March 2022.
Planners called it “complex” at the time because it involves multiple components: road replacement on Sixth Street NW and Ellis Boulevard NW, a new street between those two roads, new roundabout construction at E and F avenues, replacement of a traffic signal at Sixth Street NW and First Avenue West, construction of medians and improvements to an Interstate 380 exit ramp.
Construction began in May 2022 and is scheduled to wrap up by October this year.
