On school funding and loan forgiveness

Is using public money for religious schools a violation of the Constitution’s separation of church and state? Seems to me it would be.
If a religious school accepts public money, shouldn’t it be subject to the same regulations and requirements as public schools?
About “forgiving” college loans - is this fair to those who have paid off their loans?
Just wondering.
