Were the functions of Marengo plant even possible?

None of the Marengo fire stories that I have seen go into whether or not it is even possible to break down shingles into oil, sand and fiberglass. And would it be economically viable? It seems like a dubious, hazardous proposition all the way around. How much oil can you extract from a shingle?
