City needs to address junk properties

Why is Cedar Rapids and Linn County allowing all these junk properties all over town? Some of them look like small junk yards! I believe there's a city ordinance against this, yet when you call and report these properties, nothing gets done! Mailing a citation (which is protocol,) does absolutely nothing. Putting them on "a list" does absolutely nothing! I'd say clean it up or get out, a.k.a. eviction, and if it's a homeowner situation, shame on you!
Every side of town has one of these eye sores in their neighborhood. They are popping up more and more often, lazy people are what some are turning into and our city is allowing it to happen.
