Two indicted on charges stemming from marijuana robbery, illegal possession of guns

CEDAR RAPIDS — A Cedar Rapids man initially charged in state court for firing 24 rounds into a building — one bullet hitting a baby’s crib — has been indicted in federal court on robbery and gun charges.

Lucas Frank Floyd, 28, was indicted last week on charges of conspiracy to interfere with commerce by robbery, attempting to interfere with commerce by robbery, possession of firearms by a prohibited person and possession of a firearm by a felon.

Ashley Marie Vesely, 29, of Cedar Rapids, also was indicted with Floyd on charges of conspiracy to interfere with commerce by robbery and possession of firearms by a drug user.

The four state court charges against Floyd in the June 5 shooting were dismissed by First Assistant Linn County Attorney Monica Slaughter because of the federal indictment, according to court documents.

Floyd is accused in U.S. District Court of conspiring with Vesely to rob a person identified as “T.Z.” of marijuana and cash on March 1, 2021, by using actual or threatened force, violence and fear of injury.

He also is accused of possessing a firearm as a prohibited person on March 8, 2021. He possessed a Glock and two other pistols. He also is accused of possessing a firearm as a felon June 6.

Floyd has previous convictions for lascivious acts with a child, third-degree burglary and conspiracy to commit a forcible felony.

Floyd was identified as the suspect who fired 24 rounds into a building at 500 17th St. SE on June 5, according to a Linn County complaint. Police found several bullets inside the building and apartments, including the slug found in a baby’s crib.

The next day, Floyd was seen jumping out of a two-story building at 256 32nd St. NW with a bag that contained a Glock 10 mm pistol and an empty extended magazine, the complaint stated.

During an interview with police, he admitted to having the Glock but said he handed the gun to another man in the car with him. Police believe there were only two people in the vehicle, a female driver and a male passenger, according to the complaint.
