Collection agents for the state of Iowa have sent letters seeking millions of dollars from the estates of at least two people with disabilities who died after spending most of their lives in a state institution.
Disability rights advocates hope Iowa will honor them by preventing the kind of neglect that has plagued similar cemeteries at other shuttered facilities around the country.
The Iowa Board of Medicine has charged Dr. Mohammad E. Rehman with professional incompetency – an offense defined by the board as including malpractice, negligence, a lack of knowledge or ability to discharge one’s professional duties, or a failure to exercise a degree of care ordinarily exercised by physicians.
A report in December 2020 found that the state-run facility likely violated the constitutional rights of its residents by subjecting them to human experiments.
The U.S. Justice Department has announced a settlement with the state of Iowa to resolve allegations of abuse and inadequate care at the state-run Glenwood Resource Center, a center for people with intellectual disabilities.
Many of the remaining residents of such places have lived there for decades, leaving their families with wrenching choices when closures loom.
The Western Iowa center, which has a long history of care issues and is scheduled to close in 2024, has been fined $10,000 by the Iowa Department of Inspections and Appeals.
