Recent letter uses quotes to an ‘Absurd’ level

Regarding a community letter on March 27, I understand; community letters will have various perspectives. But I'm laughing out loud at a letter that uses quotes to an absurd effect.
"Crap," "crap," "transparency," "transparency," "taught," and "The Golden Dome of Wisdom" are all quoted in the letter that accuses Todd Dorman of not caring about (I'm quoting) "egregious issues in other states" … "like sexual assault by students and teachers, parents being arrested for wanting 'transparency.’’'
Dorman writes about Iowans and our state government from what I've read.
I'm not laughing about sexual assault, but the writer provides no context. He crafts his complaints to call attention to the quoted words, as if they are somehow toxic. Or code words? "Code" words. It's gotten absurd. "Absurd."
It's easy to dismiss a writer's message when they quote words that don't need quotes. It's a breakdown of communication and a sign that the writer doesn't want to engage beyond the limits they create.
