C.R. should build 2 great libraries

I suggest that two libraries be built in Cedar Rapids and that a contest be run among local architectural firms to bring out the best designs.
For $45 million, we should be able to build two great libraries. I propose a west-side library near Czech Village that could be flood-resistant. Chicago had a similar contest for their Columbia Exposition and had to deal with marshy land, so I'm sure our brilliant architects could accommodate the requirement that the lower level be flood-resistant.
The other site could be in a high-crime area on the Southeast side. Remove a few derelict houses and draw in the families. Shining light on crime or educating is the best way to reduce the blight.
