What really happened to the dogs that had died?

I just saw in The Gazette that two dogs and two puppies were found in plastic bags in Cedar Lake and no charges were made. They (police) apparently took the man at his word.
Were the animals taken to a vet to see how they died? Were they poisoned? What really happened to them?
Animals and children are dependent on human adults. Doesn't it seem strange all four animals were sick? Come on, common sense (which is never used any more) tells you better. Poor law enforcement.
But then to some people, it's just an animal. When it's an animal, the hands are usually slapped and they walk away free. Such is life.
