If recession’s over, use money to pay debt

The media are reporting that the recession has bottomed out. Should this be true, why not pass legislation halting any more spending from the stimulus bill and use the money saved to pay down the debt?
I never did understand why we borrowed money to spend in 2010. Would you borrow money this year to buy a car next year?
