Owners should leave dogs home on hot days

This year, the downtown farmers market welcomed dogs. Everyone enjoys seeing a happy dog joining their owner on an outing. Unfortunately, some owners don't stop to think how much danger they're putting their dogs in by dragging them to an event where the heat and humidity are high. I saw quite a few dogs who were panting so fast, trying to cool themselves off, and I don't understand how the owner couldn't recognize the problem. Why bother to bring a dog if you have to drag him around?
Why not enjoy the market and let him stay home where he will be cool and safe?
