Cut benefits, pay of uncaring legislators

Here is a cost savings idea that fits well with what average Americans are forced to deal: Cut what members of Congress are paid and add the savings into the budget.
Consider this: A great many in the House and the Senate are consistently going to vote either Democrat or Republican based on their party, regardless of the issue. There are also many who vote their heart or conscience. Why not lay off or cut the hours paid to the consistently uncaring legislators? Cut benefits, too. Let their votes still count but sav
