Don't create millionaires at taxpayers' expense

From an Oct. 14 article by House Minority Leader Kraig Paulsen in the Des Moines Register: The state debt grew $1.7 billion this year. Obviously, pork spending and too much spending with blatant disregard for frugality. As stated in the article, the overspending was self-inflicting due to poor budget controls by management.
Now, consider what this $1.7 billion debt means. Suppose this $1.7 billion was awarded by $4 million per contract. The number of contracts awarded would be 425 contracts. On the average, consider that each of the contracts had a 25 percent profit - $1 million. Consequently, the $1.7 billion state debt creates 425 millionaires.
Now, why would anyone spend $1.7 billion over budget and create 425 millionaires on borrowed taxpayer's money?
