Figure out location before artwork

The Linn County Board of Supervisors, with Linda Langston's upcoming motion, is looking to invest in art for new county offices. Shouldn't we first figure out where the walls are going to be before we worry about what to hang on them? Because of budgets, there also has been talk of furloughs or layoffs, yet the board wants to earmark 1 percent of the building's budget for artwork. Maybe it should first look up the meaning of “prioritize.”
These people have taken on a role of leadership and decision making. But they also need to add a little common sense.
