C.R. traffic signals timed for inconvenience

I just moved to here from Tampa, Fla., and I am very unhappy with how inconvenient it is to travel down the main routes in Cedar Rapids.
As I travel from the Lindale Mall area on First Avenue to downtown, it seems like every single stoplight I come to turns red, even when I am going the speed limit. Same way on other roads such as Edgewood and especially at the intersection of Blairs Ferry and C Avenue. It is not convenient or efficient.
In Tampa, they had the stoplights set up so that if you go the speed limit, you can usually hit all green lights on the main routes. Cedar Rapids needs a system like this.
