Is C.R. being fair with flood buyouts?

After reading “A big pointer to helping C.R. flood victims” (Nov. 22), I decided to do some research regarding other Iowa cities flooded in 2008. I found out the following: Elkader and Coralville are paying
110 percent of the pre-assessed flood value while Mason City is buying the flooded properties for 120 percent of their pre-flood value. Iowa City is offering 112 percent of the pre-assessed flood value.
As a former Realtor, I can attest to the fact that homes are indeed sold for more than their assessed value. My question: Is the city of Cedar Rapids holding out on those who were flooded a year and a half ago? Haven't these folks lost enough and waited long enough? Let's be fair with at least a 110 percent buyout of their pre-flood value.
