Man suing Waterloo police over use of Taser

A Waterloo man is suing the city after police shocked him with a Taser.
According to the lawsuit filed last week in U.S. District Court in Cedar Rapids, police used a Taser on Todd Keller after he suffered a seizure at a convenience store where he worked in February 2009.
The police report shows officers responded to the store because the clerk fell and hit his head and was acting strangely. Officers were told the clerk may have a handgun. A handgun was recovered from the scene.
Keller's attorney, Peter Berger, says officers violated Keller's rights against unreasonable search and seizure and cruel and unusual punishment.
The lawsuit claims officers used a Taser on Keller without provocation. Keller was never charged with a crime.
City Attorney David Zellhoefer says officers acted properly.
