Should board require contractor checks?

As a past concerned parent and now a concerned grandparent, there seems to be a lot of unanswered questions regarding the policies the school system uses in contractor bids.
If a person applies in a factory or other place, a drug test and criminal-background check is common practice. Even though I am not a contractor, I am familiar with the process of a company subbing out work even to the point where a sub may have another sub. This is true in carpentry, plumbing, roofing and other trades. Some employees come from all around different states.
The school board is in charge of awarding the job to the lowest responsible bidder. Here's the question all concerned citizens should consider:
Should the school board also be responsible for requiring all companies awarded a bid to provide paper documentation of every employee, including a criminal-background check, to ensure no sexual predators will be working on school grounds or in school buildings?
I would like the school board to answer this reasonable question with no window dressing or shifting the responsibility to only the contractors for making sure no sexual predators work on the school grounds.
