Nuclear summit a positive step toward avoiding potential disaster

I disagree with Charles Krauthammer's April 11 article, “Nuclear postering Obama-style.” Krauthammer must be ignorant, dishonest or a fearmonger (or all three of these) to reach his conclusions.
Our wise president, Barack Obama, this week hosted a 47-nation summit, whose leaders signed a communique' that recognizes the nuclear threat.
Krauthammer thinks that terrorists will use biological or chemical weapons in an attack on the United States. The top leaders of these nations and I believe that they are more likely to use a small tactical nuclear weapon. Such an attack on New York City would be far worse than the 9/11 attack.
Who is out of step - Krauthammer or the 48 leaders of these important nuclear players, which include Russia?
