City manager is not a necessary position

Why do we need a city manager? We have a mayor and a city council. A city manager can make suggestions but then the mayor and city council will do what they want anyway.
If you really want to spend that $165,000 a year, why not give it to the teachers association so some of the teachers can keep their jobs?
