Residents taxed twice to cover flood losses

I can't speak for all the residents of Cedar Rapids, but I feel we are being taken.
I just got my property assessment in the mail and of course it has increased in value – I bet any personal property assessment the city sends out went up in value. Do they think we are dumb? But of course, property values will be higher here in Cedar Rapids.
Did the city not just lose a large portion of homeowner properties because of the flooding? How else can the city not help but make up the loss of tax base but to raise the taxes of those left standing.
So not only do we have to help pay by having additional local taxes added to things we buy (local-option sales tax), but our property tax bill is raised.
