Iowa City to explore 21-only options

The City Council will ask bar owners if they have any ideas on how their facilities could be split into alcohol-allowed and alcohol-free areas under the new 21-only law.
Council members talked about the matter at a work session Monday night. They did not say that they were for or against split facilities, only that they were interested in hearing from bar owners.
Council members and staff acknowledged allowing bars to split into two areas would create a host of challenges, from building codes to enforcement.
“I think the practical issues and the enforcement issues are really significant,” City Attorney Eleanor Dilkes said.
Council member Ross Wilburn said if there's a problem now with people younger than 21 drinking in bars, how would it be different in a split facility.
Council member Susan Mims said no alcohol would be allowed in an alcohol-free area, making enforcement easier.
Starting June 1, people younger than 21 will not be allowed in bars at night. A petition drive is under way to try to force a referendum in November, with a goal of overturning the new law.
Council member Connie Champion said she doubted many bar owners would be interested in discussing the split facilities until after November.
