FEMA flood payments don’t make much sense

There's something wrong with this picture. Cedar Rapids gets
$16 million from the Federal Emergency Management Agency for the Sinclair site, which was an eyesore, unfit to live in, etc. Meanwhile, my mother, whose home was flooded at Palo, got $20,000 from FEMA. She lost her home (which had to be torn down), all the contents and many years of family mementos.
What's wrong? Is this our government working for us?
