City utility fee heads up 4.9 percent; would have been more with Yardy anti-tip guards

CEDAR RAPIDS - The City Council last night approved a 4.9 percent increase in what the city will charge in utility fees for the average user.
The increase covers the city's package of utility services - water, sanitary sewer, solid waste/recycling and storm sewer.
The average annual increase for the typical user will be $39.
The council usually approves utility fees earlier in the year. In part, the vote on utility fees was delayed as the council discussed adding $540,000 to the utility budget to outfit the city's 54,000 Yardy yard-waste carts with a local inventor's anti-tip guard. The council ultimately removed the expense from the utility budget.
