Obama's reaction to Arizona law off-base

When Arizona passed its new immigration law, why did President Obama respond the way he did? Was it incompetence or was he trying to create a bigger crisis?
His response should have been that he was going to send the National Guard there to end the flow of guns and drugs across the border and protect the abuse of illegal immigrants by the drug lords of Mexico, who are forced to carry drugs and weapons for them. He should have added that this also will end the increasing murder rate and kidnapping that is occurring there, spreading terror throughout the Hispanic community and Arizona.
But instead, he criticized the government of Arizona and stirred the minority against them.
I find it hard to believe that some of the Hispanic leaders in Arizona have not had enough of the increasing murder rate and kidnapping that has turned their communities into crime capitals. Or do they believe that the death and drugs of Mexico must be part of the Hispanic experience of America also?
