Bad regulation ruining racing in Cedar Rapids

Cedar Rapids is home to one of the best asphalt race tracks in the Midwest. This track has produced several awesome race car drivers who have driven at the top level of racers in the country. When you walk through the pits at Hawkeye Downs, you will see a slice of Americana. You will see blue-collar racers competing against some of the most successful businessmen in our state.
So why does Cedar Rapids government have code after code to choke the racers' ability to do what they do? Keep in mind that I'm not talking about the moron who revs his motor up in the wee hours of the morning. That is the exception, not the rule.
Guys who choose to race a car have to work their butts off to compete in a hobby that is not easy to fund or to participate in.
My brother has essentially been informed by the Cedar Rapids police and a code person that if his race car leaves the garage, he will be fined.
So why not ban racing in Cedar Rapids? You're essentially telling us that you don't want our support! Why in the world are we paying city workers to harass a guy who has been a supporter of Hawkeye Downs for over 15 years?
It's time to return to common-sense regulations.
