What’s behind refusal to meet with governor?

Arizona Gov. Jan Brewer asked to meet with President Barack Obama about the problem of illegal immigration in Arizona, which is causing much crime and financially bankrupting Arizona because the federal government is refusing to enforce the federal laws that are designed to protect American citizens from foreign invaders.
In the recent past, Obama refused to meet with Brewer about federal responsibilities to protect the American citizens of Arizona. Is Obama's attitude toward the governor of Arizona, a female and white, expressing an element of “sexism and racism?”
