INSURANCE DROUGHT: Since the 2008 flood, homeowners have been encouraged to buy flood insurance through the National Flood Insurance program. Those who take out a mortgage for property in a high-risk flood area are required to. Now comes word that those closing on loans on or after June 1 can't buy it. Congress hasn't reauthorized funding that expired May 31. One insurer says this has happened 11 times since 2002.

CRACKING DOWN: State officials say 182 employers misclasssified employees as independent contractors during the first year of a program aimed at curbing the practice. Some employers misclassified workers in order to avoid paying unemployment compensation, workers' compensation and other taxes, state officials reported. Dodging the rules can make it harder for contractors who follow the rules to compete for contracts.

FEWER PHEASANTS AGAIN: Pheasant numbers in Iowa continue to drop because of recent cold, snowy winters and cool, wet springs, combined with shrinking habitat. State wildlife experts predict the population could approach a record low when hunters take to the field this fall.
