Council’s head in the clouds on FEMA money

Have you ever dreamed of winning the lottery? That's what our city council has been doing with respect to Federal Emergency Management Agency money. Why would Cedar Rapids expect to receive $18 million for the former Sinclair site when it housed so few businesses? Why would we expect $13 million for a non-operating hydroelectric dam?
We hoped we would because we want to be in the hotel business, a money-losing venture.
Two million dollars for the former Quality Chef site ... even FEMA isn't that stupid.
The dream list includes a riverfront amphitheater, year-round farmers market for those winter crops, and wind turbines. It would be nice if we could help out the people who had the losses from the flood, not the council members with grand dreams.
