‘Public’ Lake Macbride run like private area

Lake Macbride is supposedly funded by public dollars - both taxpayer dollars and dollars raised by the Iowa Department of Natural Resources. However, somebody somehow convinced the Iowa Legislature many years ago to turn the lake into their private domain during the summer months by not allowing boats with more than 9.9 horsepower - thereby excluding use of the lake by the majority of Iowa fishermen.
Many attempts have been made to get Lake Macbride changed to a “no-wake” lake similar to Pleasant Creek at Palo, as well as most if not all other similar Iowa lakes, but their requests somehow never make it out of legislative subcommittee.
How can this be? Are we looking at some sort of fraud here?
