Association shouldn’t control dam

As previous owners of Walnut Acres Campground, which we owned and operated for 12 years, we experienced many floods that we feel were because of the way the Lake Delhi dam was operated. How can a natural resource be controlled by a privately owned association?
Our worst flood was in 2002; the gates were never opened until they were flooding themselves. We at the campground had all our drinking water controlled by the Department of Natural Resources.
Tell me why they (association) should receive money from the government or the state to get back on their feet. We received aid but we had to pay it all back.
Now that the river is free flowing, we shall see how much influence the dam had on our major floods. The dam must be taken out of the hands of the association and run by properly trained people for the good of all the people affected by the river.
