Proposed fee to own pets unfair

I own a small, mixed-breed dog. She has been spayed, her shots are all current and she's at least 20 years old. She has never been jailed for drunken barking or fined for inciting street fights. And, she has no other priors on her record, except she's a dog.
Now, after all these years of loving her and properly caring for her, we may have to pay the city $10 a year for owning her. How unfair can one city be?
Not that $10 per year is big money, but it is the idea of such a fee, pertaining to pet owners only that rankles me. Is this a fair and legitimate fee? Or is it a money-grabbing scheme? You decide.
