Harkin’s Delhi outlook seems out of character

I hear with interest that Sen. Tom Harkin feels there may be no federal disaster money to help with rebuilding Lake Delhi. Really? Tom Harkin? This may be the first time in his political career he passed up a chance to spend tax money.
