If council approves mall, replace council members

The traffic study that was taken for Physicians' Clinic of Iowa (proposed medical mall) is flawed in its assessment of the situation. Sure traffic is down from 40 years ago, but downtown was alive with large retail then.
What is the count of traffic now and why should it be changed (by closing two blocks of Second Avenue SE) for private business? Also, who wants to see the city spend $8 million on a parking ramp for PCI, plus whatever other cost that will come up to change the street flow?
I say if the City Council passes the street change and spends vast amounts of money on PCI, it's time to replace the council.
