How does closing street help our downtown?

It appears that our city is working at cross purposes with the (Physicians' Clinic of Iowa) medical mall. The city wants to promote downtown, but yet close one of the main thoroughfares to downtown.
Two questions: What services will the new medical mall provide that are not already available?
What is wrong with a skywalk over the street, allowing it to remain open with access to downtown?
I live on the east side, and use Second Avenue frequently. If the city closes it, I will just take my business to Marion.
