All U.S. residents need to show their ‘papers’

My wife and I are planning a vehicle trip, which will involve driving into Canada and then back into the United States. We will need to have “papers” with us, i.e., U.S. passport and valid photo ID (driver's license) to enter Canada and return to the United States.
Why should legal, native-born taxpayers be required to have and show these “papers” and non-native born illegals should not be asked the same?
