Lapdogs create dangers in the driver’s seat

Lately, I have noticed a lot of people driving with little Shitzu-type dogs on their laps hanging out of the window by the steering wheel.
One couple went through two stop signs because two of these dogs were hanging all over the driver. It obviously could have created a bad accident.
I followed to see how long this would continue, and this is one of many I have witnessed. It's becoming a trend that should be against the law.
If these little dogs ride, get them off the driver's attention. It's too dangerous to others, who pay the price of no one without common sense.
I think that local law enforcers should address these people.
Keep these little dogs out of the driver's seat. Please!
This should be addressed like cell phones - pass a state law prohibiting the practice while driving.
