Cedar Rapids’ actions causing confusion

What is happening to Cedar Rapids? They closed Second Street SE as a through street, now First Street, and next they want to close Third Street NE and Second Avenue SE.
Now they say the library is destroyed by the flood but True North is going to move into it.
They are considering tearing down a Linn County museum that we have spent millions on for a fire station? The Emerald Knights block is mostly old, empty buildings and the best access to the interstate.
