Speed-limit ranges could be good tool

I like the new speed limit cameras.
Drivers in this city and throughout the Corridor connecting us with Iowa City are barely competent enough to handle their vehicles during ideal conditions, let alone when weather brings difficult travel. I've seen a lot of cars in the ditch while driving back and forth from Iowa City when the road is dry. Pathetic.
In lieu of static speed limits, we should adopt a more realistic range. For example, instead of a speed limit of 65, we have a range of speed in the 60s. No one I know has ever been stopped by a policeman for going 5 miles per hour over the limit, so it must not be that big of a deal. If a range is given, like in the 50s through town on Interstate-380, then an instant ticket for going 60 or more. This would eliminate the ambiguity while remaining flexible.
My favorite part of the new cameras is all the whining and complaining from the big-city and tiny-town folks. Like any of us have caught a break in Chicago or Mayberry. If we all stay in the right lanes, they'll pay off the cameras for us.
