Election funding needs a change

I am so glad the elections are over. The negative advertising hit an all-time low with “anonymous interests” spending millions of dollars in Iowa alone.
I propose we change our system of funding elections. Right now, those that have the most money use it on negative advertising. I believe that each candidate who runs for a federal position be allocated a certain amount of money. They would not be allowed to collect or spend more than this amount or they would be dismissed as a viable candidate.
Each step of the way that a candidate wins, more money would be given to that person. This would force candidates to use their money more wisely to get their message to the voting public.
I also think Senate members should be limited to two terms and U.S. House representatives be limited to three. This will ensure that Congress gets down to business instead of behaving like a bunch of spoiled school children.
What's good for the president (limited to two terms) should be good enough for Congress.
Alas, none of this will probably ever occur in my lifetime.
